One raid. Two lives moving in opposite directions.

HPD went into Hathian Motors expecting armed resistance from Yuugen. They got it. By the time the scene fell quiet, Ollie Delaney was dead, several officers were wounded, multiple suspects were in cuffs and Tori Delaney had given birth to their son only yards away.

There are police raids in Hathian where a journalist arrives late, photographs the broken glass and asks everyone who is still conscious “what fucking happened” (as it’s usually pretty serious). From my debrief with our embedded reporter, this was not one of them. For once, what happened was… reasonably clear.

So, the Observer had a reporter embedded with the Hathian Police Department (‘HPD’) before the first armoured vehicle moved. We had our staff member attend the briefing. We saw the map (Krystal loves a good map). We watched officers surrender their phones for operational security and listened while Detective Inspector Krystal O’Neil described Hathian Motors as a known gathering point for Yuugen, a group this newspaper has spent years calling what it believes them to be: terrorists.

I am not going to manufacture outrage at HPD for treating Yuugen as dangerous. That would require forgetting too much, some of it, very, very personal. It would require forgetting the destruction of Hathian General Hospital, the kidnappings, the torture games, the deaths, the threats and the repeated spectacle of Tori building little moral theatres in which somebody else gets hurt so she can tell herself she has proved something about humanity. It would also require pretending that officers going through the door had no reason to expect guns.

They had reason.

So, inquisitive Hathian reader, what matters is what happened when that assumption met reality in the form of gunfire.


The Briefing: This Was Not A Traffic Stop

O’Neil’s plan was deliberate. Two teams would approach Hathian Motors in armoured MRAPs while her smaller unit moved through the alleys, cutting off a known western escape route while being able to breach the garage from behind. Officers were warned that Yuugen members had open warrants involving serious violence and homicide and as usual in the briefing talk turned to ‘harm prevent’ (to HPD). Officers discussed Gas masks, crossfire and target identification. No, they didn’t just say ‘All the Japanese looking fuckers’. That only happens after a drink.

Lieutenant Hiroshi Suzuki told officers that the people they were likely to meet were not ordinary suspects, describing Hathian gang members as accustomed to pain and violence. His instruction was blunt: officers should shoot centre mass and continue until a threat was down. Later he told them to “shoot first and assume they will be doing the same.”

In context, that was a hard briefing for a hard target. It was not (quite) proof of bad policing because when our reporter was actually there, options other than ‘shoot first’ were given to the suspects

The Quiet Before The Storm

What the police found at Hathian Motors did not initially resemble a battlefield. No. People were gathered outside the garage among folding chairs, food, coolers and a grill. Tori was visibly heavily pregnant and her husband, Ollie Delaney, was with her. So were several others associated with the Yuugen orbit, like Boba Butt Bethari.

O’Neil has been asked what intelligence HPD had about the gathering itself and what, beyond outstanding warrants and the known use of Hathian Motors by Yuugen, made that moment the moment to strike.

“Execute, Execute, Execute”

Then the armour arrived to shatter the moment.

Sergeant Phillip Aubin called the operation forward. MRAPs rolled into position. Officers with shields spilled out. Police shouted for people to get on the ground and Suzuki announced that Yuugen were under arrest. From the flanking position, O’Neil (not quite shooting first) threw a flashbang towards the gathering.

The next few minutes were not a clean surrender. They were a collision of two forces, that have tangled many times before.

The flashbang disoriented people around the garage. Officers drove forward behind shields. Officer Titus went for a woman identified as Miyori with a Taser. Officer Montanari fired a less-lethal beanbag round at Miyuki, another known associate. Officer Richards used his shield as a battering ram and drove into boba-Bethari as officers tried to overwhelm the group before it could organise and mount an effective ‘fuck HPD resistance’ (a technical term).

There were commands to surrender. There was also very little empty air between those commands and physical force. Mostly a few breaths.

Then Ollie Drew A Gun

This is the point where any attempt to tell the story as simply ‘HPD brutalised a bunch of people at a barbecue’ falls apart.

Ollie Delaney drew a pistol.

He had reason to be terrified for Tori, although the fact they inflict that terror on others is rather… well, it came home to roost shall we say. Anyway, she was heavily pregnant and the raid had crashed around them while Delaney was shouting for others to get her out. Fear explains things perhaps, it drives decisions. But sadly it does not make bullets less real.

Ollie fired on the police. Donovan was struck and we understand was actually shot again later, a near miss to his head. Aubin was hit in the flank. Suzuki was hit in the leg. Lucius was grazed. Around them, officers closed in and returned fire on this one man bullet spraying machine.

Our cameras caught O’Neil firing at Ollie from the side after seeing him raise his gun towards Donovan. Another officer, Soojin fired on him. Then or almost at the same time Aubin fired on him. Ollie continued firing while wounded, at one point threatening the families and partners of officers if Tori was harmed. But it was a rant of a man whose time was up. Too many were hurt, too many were angry and hating and so…

This newspaper can criticise police and still say the obvious thing: once Ollie was actively shooting officers, those officers were entitled to stop him. Armed resistance means you don’t give hugs or use tasers in the United States. Whatever questions exist about the first seconds of the raid or what happened later, Ollie was not an unarmed man innocently caught in somebody else’s war.

He made himself part of it. And dear readers, you know he liked the war, at least when it didn’t risk him and his.

Outside the garage

Ollie was dying.

After multiple gunshot wounds, Ollie collapsed on the pavement. His pistol fell away. Officers moved in, disarmed and cuffed him, and his condition deteriorated into cardiac arrest.

Tori’s labour accelerated through the raid and we understand another Yuugen member moved from fighting police to delivering the baby.

A Husband Under A Sheet. A Son In His Mother’s Arms.

There is no clever sentence that improves this part. It’s Hathian fucked. Bled on and spat out into the litany of shit we deal with on our streets.

Ollie Delaney died outside Hathian Motors after being shot multiple times during the exchange with HPD. The exact contribution of each officer’s round to his death is not clear by what the Observer witnessed and we will not pretend otherwise. Aubin later said he had put two rounds into Ollie’s chest. O’Neil acknowledged firing at him. Soojin also fired. Emergency personnel found Ollie beyond help.

Inside the garage, Tori did not know.

Her waters had broken shortly after the flashbang. At one point she still had a handgun, but when it became clear the baby was coming she showed the weapon to officers and threw it away rather than draw it on them.

A woman identified as Mayli, who said she was a nurse, got to Tori and began the delivery while even the HPD called for support. FDH personnel arrived into a scene that still contained armed officers, wounded people, restrained suspects and a dying man outside.

Tori’s baby emerged. A boy. He emerged crying and healthy as far as our reporter can tell, not that we got a good look. FDH took over the immediate newborn and maternal care while Tori held him and asked where Ollie was.

I dislike Tori. I have earned that dislike personally and repeatedly. I am not going to soften what Yuugen has done because something terrible happened to its leader. I am also not going to become so much like the people I write about that I cannot recognise terrible when it stands in front of me.

This was terrible.

And Then HPD Crossed A Line

Not every use of force in this raid belongs in the same moral box.

Shooting an armed man who is shooting police is one thing. Kicking a restrained prisoner in the head is another. Firing a live round beside a woman actively giving birth because somebody insulted you is another again.

The raid was justified. This addendum was not.

After Miyori was already in handcuffs, Officer Titus kicked her in the head and then attempted another hard kick while she remained restrained.

More seriously still, after Yukiko Shirokawa continued addressing O’Neil in Japanese, O’Neil raised her rifle and fired close enough to deliberately remove Yukiko’s hat with the round. She then threatened that another round would land lower.

At that point Tori was in active labour. Medical help was arriving. A child was moments from being born.

No. Absolutely fucking not.

I have written enough sympathetic things about Krystal over the years that nobody gets to dismiss this as me hunting for an excuse to attack HPD. I understand why police carried rifles into that garage. I understand why they shot Ollie. I understand why officers facing Yuugen expect violence.

I do not accept live ammunition being used as punctuation to some shit talking gangster.

Yukiko was mouthy. Congratulations. Hathian has discovered a capital offence punishable by millimetres. A bullet fired close enough to remove a hat is a bullet fired close enough to turn a stupid act of intimidation into a corpse, and it happened beside a woman giving birth in a room that was filling with medical responders.

Children do not inherit the guilt of the adults around them. Not even Tori’s child.

The Child Is Not Yuugen

Protect the baby. Properly.

My view is simple and it will upset people who believe childbirth magically wipes a criminal record clean: Tori’s newborn should be protected from the world his parents chose.

That does not mean shooting near him. It does not mean treating him as leverage. It does not mean handing him around a police station while officers congratulate themselves. It means serious safeguarding, independent scrutiny and a safe placement away from the violent orbit that has repeatedly surrounded Yuugen.

Tori can love her son and still be dangerous. Both statements can be true. The child deserves adults capable of understanding that distinction. Protective fostering. Independent safeguarding. Contact only if professionals determine it can happen safely. Tori’s wishes come second to the child’s safety.

What This Means For Tori

I am not going to tell you what is in Tori’s head. I have spent enough time trapped inside rooms she designed to know that pretending to understand her completely would be giving her far too much credit.

But I can tell you what she has said, what she has built and what this newspaper has watched.

Years ago, after the death of Mu Yheng, Tori was furious at how his death became public and at people who celebrated it. In the middle of that grief she told the Observer something unusually revealing: “Just as I take what is dealt to me by the loved ones of the people I hurt. It is the cycle of fucking life.” Read: Remembering Mu Yheng.

That sentence has stayed with me.

Because this is the worldview Tori has repeatedly tried to turn into civic philosophy. Hurt is inevitable. People are selfish. Pressure strips morality away. Violence comes back around. If you trap people tightly enough and take enough choices away, eventually they will prove you right.

She built Sin to Win around that idea. She built it again. Earlier this year I wrote after surviving another version of those games that Tori did not design a test to discover who people were; she designed pressure that made her preferred answer easier to obtain. I wrote then that I would rather choose myself than become the proof she wanted.

Now consequence has entered her own house.

That is not me celebrating Ollie’s death. It is me recognising the horrible symmetry Tori herself has spent years insisting exists. Earlier this year, the Observer covered Tori and Ollie’s wedding. I wrote then that seeing her as a bride was unsettling precisely because for a brief moment she looked ordinary: beautiful, loved, human, standing inside a ritual almost everyone understands.

Ollie was not merely scenery in Tori’s life. He was her husband. He was the father of the child born during this raid. He was also not an innocent civilian standing outside her criminal world. The Observer had already named him among Tori’s associates in serious Yuugen violence, and on Sunday he personally chose to draw a pistol and shoot police. Previous Observer coverage placed Ollie firmly inside that orbit.

So where does that leave Tori’s philosophy?

Perhaps exactly where she always said it would leave everyone else: hurt, angry, bereaved and facing a choice about what to do with pain.

The difference is that for once she does not get to design the room.

Yuugen Did Not Arrive Here Yesterday

If you are new to Hathian, it is easy to look at photographs of a heavily armed police raid and conclude that the uniforms explain who the aggressor must be.

Yuugen has repeatedly put itself in the centre of some of this city’s worst violence. The Observer has reported on Tori’s apparent role in filmed killing, the destruction and hostage crisis at HGH, repeated Sin to Win torture spectacles, attacks and kidnappings, and the death of Firefighter Shyla Fray, for which Tori was publicly named as the alleged perpetrator after eyewitness reporting.

That history does not grant HPD unlimited moral credit. It does explain why an armoured anti-terror operation against Yuugen is not inherently absurd.

Two truths again. Hathian keeps forcing them into the same room.

What We Still Need From HPD

This report will be updated.

The Observer has enough direct evidence to reconstruct the raid, the gunfight, the death and the birth. There are still official questions HPD should answer:

  • What intelligence made 27 September the chosen moment to raid Hathian Motors?
  • What did HPD understand the gathering outside the garage to be?
  • Who was formally arrested, and on what charges?
  • What is HPD’s official account of the rounds that struck Ollie Delaney?
  • Will there be any review of force used after suspects were restrained?
  • Why did Detective Inspector O’Neil fire a live round close enough to remove Yukiko Shirokawa’s hat during an active childbirth scene?

The Observer will amend or expand this section when an on-record HPD response is received.

This was not a story in which Yuugen were innocent and HPD were monsters. It was not a story in which every officer behaved well simply because their target was awful either.

It was a raid on people the police had serious reason to consider armed and dangerous. It became a gunfight because Ollie Delaney drew a gun and shot officers. Police shot back. He died.

It was also a raid in which, after the balance of force had overwhelmingly shifted towards HPD, a restrained woman was kicked in the head and a senior officer fired a live round beside a childbirth scene to make a point.

I can feel satisfaction that Yuugen finally met meaningful resistance. I can feel relief that officers survived. I can feel no grief for Yuugen as an organisation. It has hurt me and plenty of other people. I can also look at a dead husband, a newborn son and a terrified mother I profoundly dislike and understand that none of this is clean.

That is the thing Tori’s games always get wrong.

People do not become one thing under pressure. They become contradictions. Brave and frightened. Cruel and protective. Guilty and grieving. Police can be justified in one shot and reckless in another. A terrorist can love her child. A man can die because he chose to fire at police and still leave people behind who will miss him.

Tori once told this newspaper that violence comes back around. On Sunday, perhaps it did.

The question now is whether Hathian treats that as consequence, or merely uses it as permission to start the cycle again.
